During blockchain download, the contract runner will only submit transactions when downloading a block with a timestamp later than the current time minus the defined ''catchUpInterval''. The purpose of this setting is to prevent a contract runner from flooding the unconfirmed transaction pool with duplicate transactions during blockchain download.
